Office of Performance and Quality (OPQ) – Professional and Technical Support Services
MetaPhase is supporting the USCIS Chief Data Officer and team on the development and delivery of national level operational performance analysis and reporting capabilities. The team is responsible for developing performance measurements and metrics that enable ongoing program evaluation in support of the USCIS planning and performance cycles. These activities ensure the timely and effective delivery of immigration services, and the design, development and implementation of a national quality management program that is integrated into a total performance management framework that ensures the integrity and quality of the services delivered by USCIS operational components.
Office of Policy and Strategy Data & Statistical Support Services
MetaPhase uses advanced data analytics to supports the Office of Policy and Strategy (OP&S) by providing quantitative inputs on major internal and external
immigration policy matters, issues, and impacts. MetaPhase supports a team of social scientists and statisticians to develop and conduct methodologically sound, empirically-based studies using rigorous research and sampling methods. These studies are used to estimate the fraud volume in select immigration benefit categories, provide information on immigration benefits and immigration programs generally, support regulatory and policy decisions, and evaluateimmigration programs.
MetaPhase provides extraction and analysis of agency data; development of standardized and ad-hoc reports, queries and dashboards; development and documentation of processes for managing and cleaning data; and FOIA request support.
Verifications Division – Time and Motion Study
MetaPhase is executing a nationwide Time And Motion Study to help USCIS improve its business processes for the foundational SAVE and E-Verify programs. This study is capturing key data for USCIS as they seek to enable improved federal workforce planning.
